I have a Devo 7E with 4*1.2v NiCad batteries from the factory. The radio charge socket specifies a charger rate of of 8-12v 200mA. The Heli came with a wall charger output of 15v up to 1000mA. This normally plugs into the GA005 balanced charger for conversion to charge a 3 cell LiPo pack for the Heli. Question is, can I use the wall charger for the transmitter also? and will the Tx accept a 15v input where it specifies 8-12v requirement? or will I damage the Tx?

No. The GA005 is for LiPo and will not work with a NiCad battery. At least that has been the comments I have been given when asked a similar question.
